It seems that DARPA is fairly serious about doing this. It sounds like they are basically going to try to create an artificial intelligence by building a chip that mimics the functioning of the brain. They would then test this artificial brain in a virtual reality training ground. This would allow them to see how the artificial intelligence would perform on a virtual battlefield before actually using it in the real world. If this is successful, then it could potentially take a lot of the control of military hardware out of human hands. Almost any military vehicle or plane currently driven by a human operator might eventually be replaced by a smarter artificial brain. Even a gun could be given an artificial brain to make it a better functioning weapon. I'm not sure if this is a good thing or not at this point. There are a number of other potential applications of this technology outside of the battlefield as well. Finally, there is a SyNAPSE teaming website where you can register if you think your skills/knowledge can add anything to this project.
